{"id":4681,"date":"2026-05-27T09:51:53","date_gmt":"2026-05-27T09:51:53","guid":{"rendered":"https:\/\/certera.com\/blog\/?p=4681"},"modified":"2026-05-27T09:51:55","modified_gmt":"2026-05-27T09:51:55","slug":"chrome-policy-update-2026-mandatory-ct-logging-for-digicert-tls-certificates","status":"publish","type":"post","link":"https:\/\/certera.com\/blog\/chrome-policy-update-2026-mandatory-ct-logging-for-digicert-tls-certificates\/","title":{"rendered":"Chrome Policy Update 2026: Mandatory CT Logging for DigiCert TLS Certificates"},"content":{"rendered":"\n<h2 id=\"h-key-changes-june-2026\" class=\"wp-block-heading\">Key Changes June 2026<\/h2>\n\n\n\n<p class=\"quote-section wp-block-paragraph\">If your organisation uses DigiCert, GeoTrust, Thawte, RapidSSL, or Encryption Everywhere to issue public TLS certificates and currently opts out of Certificate Transparency (CT) logging, your certificates will be force-logged starting June 1, 2026. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every domain name on those certificates becomes publicly visible. If you do nothing, certificates that once protected sensitive internal subdomains, unreleased product names, or private infrastructure will be permanently exposed in public CT logs with no way to reverse it.<\/p>\n\n\n\n<h2 id=\"h-what-is-certificate-transparency-logging-and-why-is-it-suddenly-mandatory\" class=\"wp-block-heading\">What Is Certificate Transparency Logging and Why Is It Suddenly Mandatory?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/certera.com\/blog\/what-is-certificate-transparency-how-does-ct-work\/\">Certificate Transparency (CT) logging<\/a> is a public audit system where every TLS certificate issued by a Certificate Authority (CA) is recorded in an append-only, tamper-proof log. Google, Let&#8217;s Encrypt, Cloudflare, and DigiCert each operate CT logs. The goal is simple: if a rogue CA issues a fraudulent certificate for your domain, the log catches it.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>CT logging has existed <strong>since 2013<\/strong>, but enforcement has been inconsistent. <\/li>\n\n\n\n<li><strong>Since 2015<\/strong>, Google has required CAs to log Extended Validation (EV) certificates. <\/li>\n\n\n\n<li><strong>By April 2018<\/strong>, that requirement expanded to include <a href=\"https:\/\/certera.com\/ssl-types\/ov-ssl\">Organisation Validated (OV)<\/a> and <a href=\"https:\/\/certera.com\/ssl-types\/dv-ssl\">Domain Validated (DV) certificates<\/a>. <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But even then, non-logged certificates still functioned in browsers. They just triggered untrusted warnings.<\/p>\n\n\n\n<p class=\"quote-section wp-block-paragraph\">That changes now. The Google Chrome Root Program Policy mandates that all CAs begin logging every TLS precertificate and final certificate to at least one CT log by <strong>June 15, 2026<\/strong>. DigiCert is enforcing this two weeks early, on <strong>June 1, 2026<\/strong>, to ensure full compliance across its customer base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not optional. It is not negotiable. Any public TLS certificate issued after that date that is not logged will not be trusted by Google Chrome, the browser used by over 65% of global internet users.<\/p>\n\n\n\n<h2 id=\"h-which-certificates-and-which-brands-are-affected\" class=\"wp-block-heading\">Which Certificates and Which Brands Are Affected?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The enforcement covers every public TLS certificate type DigiCert issues:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>DV (Domain Validated)<\/strong> the most common type, used by millions of websites<\/li>\n\n\n\n<li><strong>OV (Organisation Validated)<\/strong> is used by businesses that want a verified identity<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/certera.com\/ssl-types\/ev-ssl\">EV (Extended Validation)<\/a><\/strong> is used for high-assurance websites and financial institutions<\/li>\n\n\n\n<li><strong>EU QWAC (Qualified Website Authentication Certificate)<\/strong> required under eIDAS regulation<\/li>\n\n\n\n<li><strong>EU QWAC PSD2<\/strong>&nbsp; required for payment service providers in the EU<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It covers all five DigiCert brands: <strong><a href=\"https:\/\/certera.com\/ssl\/digicert\">DigiCert<\/a><\/strong>, <strong><a href=\"https:\/\/certera.com\/ssl\/geotrust\">GeoTrust<\/a><\/strong>, <strong><a href=\"https:\/\/certera.com\/ssl\/thawte\">Thawte<\/a><\/strong>, <strong><a href=\"https:\/\/certera.com\/ssl\/rapidssl\">RapidSSL<\/a><\/strong>, and <strong>Encryption Everywhere<\/strong>. If you issue certificates through any of these brands, whether directly or through a reseller, this change applies to you.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The only certificates unaffected are those issued through private PKI hierarchies, because those do not require public browser trust and are not subject to Chrome&#8217;s CT logging requirements.<\/p>\n\n\n\n<h2 id=\"h-does-this-actually-affect-you-and-how-do-you-check\" class=\"wp-block-heading\">Does This Actually Affect You, and How Do You Check?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Most DigiCert customers already log all DigiCert certificates to Certificate Transparency logs. If you are one of them, you do not need to do anything. DigiCert will continue logging your DigiCert certificates as they do now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You are affected by this change only if you currently stop DigiCert from logging any DigiCert certificate to Certificate Transparency logs. Some companies asked for this feature so they can keep their internal website addresses or new product website addresses private. This option will be removed soon.<\/p>\n\n\n\n<h3 id=\"h-to-check-your-status-in-certcentral\" class=\"wp-block-heading\">To check your status in CertCentral:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Go to <strong>Settings >> Preferences<\/strong><\/li>\n\n\n\n<li>Find the part that says <strong>Certificate Requests<\/strong><\/li>\n\n\n\n<li>Look for a message that says &#8220;<strong>Per request Certificate Transparency logging was turned off for the account.<\/strong>&#8220;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If you see that message, it means your account has Certificate Transparency logging stopped. DigiCert will turn it back on before June 15, 2026. You will not have a choice in the matter.<\/p>\n\n\n\n<h3 id=\"h-to-check-digicert-certificates\" class=\"wp-block-heading\">To Check DigiCert Certificates:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Go to <strong>Certificates >> Orders in CertCentral<\/strong><\/li>\n\n\n\n<li>Open any order. Go to the <strong>Details tab<\/strong><\/li>\n\n\n\n<li>Click on <strong>Additional Certificate Information<\/strong> to see<\/li>\n\n\n\n<li><strong>Under Certificate Transparency logging<\/strong>, you will see either &#8220;Logged to Certificate Transparency logs&#8221; or &#8220;Not logged to public Certificate Transparency logs.&#8221;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">To check a lot of DigiCert certificates at once, you can use the CertCentral Report Library to make a custom Orders report. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Filter the results by the &#8220;Logged, to Certificate Transparency logs&#8221; column and select No to see all the DigiCert certificates that are not logged. You can then export the results as a CSV, JSON, or Excel file so other teams can review them.<\/p>\n\n\n\n<h2 id=\"h-what-happens-to-the-ct-logging-settings-in-certcentral\" class=\"wp-block-heading\">What Happens to the CT Logging Settings in CertCentral?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">DigiCert is removing the opt-out entirely. On June 1, 2026, two changes happen simultaneously in CertCentral:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, the CT logging toggle disappears from <strong>Settings &gt; Preferences<\/strong> under the Certificate Requests section. You will no longer see it, and you will no longer be able to change it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, the CT logging options are removed from <strong>Settings &gt; Product Settings<\/strong> for all public TLS certificate types. Every DV, OV, EV, QWAC, and QWAC PSD2 product will have logging locked to <strong>on<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no grace period after June 1 to adjust settings. The opt-out is gone permanently.<\/p>\n\n\n\n<h2 id=\"h-what-are-your-options-if-you-need-to-keep-certificates-out-of-public-logs\" class=\"wp-block-heading\">What Are Your Options If You Need to Keep Certificates Out of Public Logs?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">You have three real paths forward, depending on your use case.<\/p>\n\n\n\n<h3 id=\"h-option-1-accept-ct-logging\" class=\"wp-block-heading\">Option 1: Accept CT Logging:<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If your certificates only cover publicly visible domains, this is the right choice. Accept the change, audit your certificate inventory, and move on. The vast majority of DigiCert customers fall into this category.<\/p>\n\n\n\n<h3 id=\"h-option-2-migrate-to-private-pki\" class=\"wp-block-heading\">Option 2: Migrate to Private PKI:<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you issue TLS certificates for internal systems, staging environments, or infrastructure that must not appear in public logs, <a href=\"https:\/\/certera.com\/solutions\/private-ca\">Private PKI<\/a> is the correct solution. DigiCert offers a fully managed Private PKI service. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private PKI hierarchies are not subject to Chrome&#8217;s CT logging requirements because they do not chain to a publicly trusted root. Sectigo and DigiCert offer comparable private PKI solutions if you want to evaluate alternatives.<\/p>\n\n\n\n<h3 id=\"h-option-3-use-digicert-s-x9-pki\" class=\"wp-block-heading\">Option 3: Use DigiCert&#8217;s X9 PKI:<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">For organisations securing communications across multiple entities common in financial services, healthcare, and supply chains, <a href=\"https:\/\/certera.com\/blog\/x9-pki-pqc-readiness-and-crypto-agility-for-financial-services\/\">DigiCert&#8217;s X9 PKI<\/a> is governed by the ASC X9 standards body. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It uses a common root of trust that ensures interoperability without being tied to browser policies. X9 PKI is not subject to Google Chrome&#8217;s CT logging mandate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contact your DigiCert account manager or DigiCert Support directly to assess which path fits your architecture.<\/p>\n\n\n\n<h2 id=\"h-what-this-means-for-security-teams-right-now\" class=\"wp-block-heading\">What This Means for Security Teams Right Now<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s less than 1 month away until the deadline of June 1, 2026! There are three things security and infrastructure teams should do now.<\/p>\n\n\n\n<h3 id=\"h-review-your-certificate-collection\" class=\"wp-block-heading\">Review your Certificate Collection:<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Run the CertCentral Orders report today. List all certificates that are not currently being tracked in CT Logs. Know what domains they pertain to and why they were omitted to begin with.<\/p>\n\n\n\n<h3 id=\"h-ordinary-use-cases\" class=\"wp-block-heading\">Ordinary Use Cases: <\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Normal use cases: Split certificates into two buckets: those that must be trusted by public browsers (must log); those that should be trusted internally (candidates for Private PKI migration).<\/p>\n\n\n\n<h3 id=\"h-plan-the-migration\" class=\"wp-block-heading\">Plan the Migration:<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Private PKI deployments are time-consuming to set up. The three most common enterprise private PKI platforms include DigiCert, Sectigo, and Microsoft Active Directory Certificate Services (ADCS). Don&#8217;t wait for late May. Schedule an appointment for a DigiCert consultation for migrating to the <a href=\"https:\/\/certera.com\/solutions\/managed-pki\">managed Private PKI service<\/a>.<\/p>\n\n\n\n<h2 id=\"h-conlcusion\" class=\"wp-block-heading\">Conlcusion<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">DigiCert will implement the CT logging requirement for all public TLS certificates on June 1, 2026, 15 days earlier than Google&#8217;s Chrome Root Program deadline on June 15. All DigiCert, GeoTrust, Thawte, RapidSSL, and Encryption Everywhere certificate products (DV, OV, EV, QWAC, and QWAC PSD2) will be permanently logged in public CT logs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, any certificate that is being suppressed for logging must be suppressed by June 1.
